Muhoozi Kainerugaba Bars Debate Takes Centre Stage
Ugandaβs nightlife rules have become a major talking point after Chief of Defence Forces Gen. Muhoozi Kainerugaba weighed in on the debate over operating hours for bars and entertainment venues.
Kainerugaba said bar and club owners should be allowed to decide when their businesses open and close. He argued that authorities should focus on preventing violence and disorder rather than imposing blanket restrictions on entertainment businesses.

Muhoozi Says Proprietors Should Decide
In a statement shared on social media on August 31, Kainerugaba said operating hours should be left to individual proprietors.

Earlier Proposal Had Restricted Bar Hours
Kainerugaba’s comments came after Local Government Minister Balaam Barugahara issued a directive seeking to restrict the operating hours of bars, malwa joints and other alcohol-selling businesses.
The minister had directed such establishments not to open before 3pm on working days. The proposal was presented as an attempt to address concerns surrounding early-day drinking, productivity, family problems and crime.
The directive faced resistance from parts of Uganda’s entertainment and alcohol industry, with concerns that blanket restrictions could negatively affect legitimate businesses.
Government Officials Take Different Positions
The disagreement has created an unusual public debate between government officials over how nightlife should be regulated.
While Barugahara’s earlier position focused on limiting operating hours, Kainerugaba has argued for greater freedom for business owners.
On September 2, reports indicated that Barugahara acknowledged Kainerugaba’s position and said the earlier restrictions would no longer be pursued in the same way.
The development has therefore placed the focus on how Uganda balances business freedom, entertainment and public safety.
